The head of the Pervomaisk printing house was spared prison thanks to a donation to the Armed Forces of Ukraine

In Pervomaisk, a court has brought the case of corruption involving the leasing of municipal property to a close. The head of a local printing house was sentenced after offering a businesswoman the use of additional space in exchange for a bribe.

This was reported by Intent, citing the verdict of the Pervomaisk City and District Court.

According to the investigation, Oleksiy Moldovan, director of the municipal enterprise “Pervomaisk Printing House,” abused his official position during the leasing of the printing house’s premises. In early March 2026, a businesswoman approached him, seeking space for a printing business. During a face-to-face meeting, the director proposed formalizing the lease for only part of the space, while allowing her to use the rest in exchange for a separate, unofficial payment.

According to the case file, the initial discussion involved a space of 120 square meters, although the documents were intended to specify only 50 square meters. Subsequently, the terms changed: the contract stipulated the lease of 60 square meters, while the actual use was to cover 80 square meters. Moldovan demanded a separate cash payment for the “additional” space.

After receiving this proposal, the businesswoman contacted law enforcement. Subsequent meetings and negotiations took place under the supervision of investigators. In April 2026, the official stated that she needed to give him 40,000 hryvnias as part of a bribe for the use of the premises.

In early April, near the printing house building, the businesswoman handed over the agreed-upon amount, after which law enforcement officers documented the receipt of the funds. This episode served as key evidence in the criminal proceedings.

During the trial, the defendant fully admitted his guilt, confirmed the facts of the case, and expressed remorse. He also stated that after being exposed, he resigned from his position and donated 141,400 hryvnias to the Ukrainian Armed Forces.

As a result, the director of the municipal enterprise was fined, barred from holding management positions, and ordered to reimburse over 12,000 hryvnias in expenses for expert examinations. In addition, once the verdict becomes final, the bail in the amount of 266,2 thousand hryvnias must be returned to the bail bond provider.

As reported by Intent, the official was detained while receiving part of the bribe. Specifically, during the arrest, law enforcement officers seized 40,000 hryvnias handed over by the victim, as well as other evidence of the crime.
