The Kalynivka Village Council in the Kherson region has selected a contractor to repair and modernize the water mains in the villages of Kalynivske and Bobrovyi Kut. The winning bidder had no competitors in either procurement process.
This information was published on the Prozorro electronic procurement system.
The auctions took place on August 13. In both cases, only the limited liability company “Mykolaivbudmechanizatsiya” submitted a bid, and it was declared the winner.
The estimated cost for repairing the water pipeline in Kalynivske was 51.96 million hryvnias. The company offered to perform the work for 51.87 million hryvnias. Thus, the cost was reduced by only 90,000 hryvnias.
The second project concerns the water pipeline in Bobrovyi Kut. Its estimated cost was 26.91 million hryvnias, and “Mykolaivbudmechanizatsiya’s” bid was 26.83 million hryvnias. The savings amounted to 80,000 hryvnias.
In total, the estimated cost for the two procurements was 78.87 million hryvnias, and after the auctions, it was 78.70 million hryvnias. In other words, the price was reduced by approximately 170,000 hryvnias.
Under the terms of the contracts, the contractor must dismantle the old pipelines and reinforced concrete manholes. New steel and polyethylene pipes of various diameters will be laid in their place.
New manholes made of concrete rings, fire hydrants, and ultrasonic water meters will also be installed.
All work is scheduled to be completed by the end of 2027. Funding will come from the local budget.
TDV “Mykolaivbudmechanizatsiya” is registered in Mykolaiv. According to YouControl, the company has been operating since 1993 and specializes primarily in construction work. Its owners are listed as Hanna, Vitalii, and Oleksandr Zubky.
The company is currently awaiting the signing of the contracts.
As the CRP previously reported, one of the most high-profile corruption cases in the Kherson region during the first half of 2026 was an investigation into the possible overpricing of materials during the restoration of water supply in the village of Posad-Pokrovske.
