The Department of Municipal Economy of Odesa City Council has pre-selected a contractor for emergency repairs to the facade wing of a residential building at 12 Lyapunova Lane (now Oleksandr Roitburd Street), a cultural heritage site.

The relevant announcement was published in the Prozorro e-procurement system.

This is the Eduards apartment building, an architectural and urban planning monument of local significance. The expected cost of the purchase is UAH 20 million 604.1 thousand, and the winner of the tender will have to complete the repairs by December 31, 2025. The procurement is planned in the format of an open tender with special conditions.

The procurement was conducted in the format of an open tender with special conditions and the only participant was Odeskolovpostach Repair and Construction Site Limited Liability Company. The company expects to receive UAH 20 million 498.1 thousand after the transaction.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Residents of the house at 12 Lyapunova Street have repeatedly complained, including to local deputies, about the condition of the building. Part of the facade and cornice are destroyed, and cracks have appeared in the arch. Last year, in February and March, the lane was blocked to take immediate stabilization measures. Almost 300 thousand hryvnias were spent on these measures.

Odeskholovpostach LLC is known for the scandalous story of the repair of the Kyiv District Court, which the city council sought to repair for budgetary funds, but due to active public protests was forced to cancel the tender. According to the YouControl service, the company was registered in 1998. It is currently owned by Oleksandr Fridman. Until the 3rd quarter of 2021, the name of Serhiy Chaplik was still among the owners, who was linked by the media in 2016 to the company PJSC Energy Construction Company Soyuz, which had long operated in the construction of power grids and electrical substations in the Russian Federation and was registered in Moscow in 2007.

In 2021, the company was featured in a story by the Center for Public Investigations as one of the main recipients of road contracts from the Road Department of the Odesa City Council.
