The company that offered the highest price may be awarded the contract for the installation of a solar station in Kherson region

The Velyko Oleksandrivska community has launched a large-scale solar energy project. Solar stations are planned to be installed at 11 artesian wells.

This was reported by the Center for Public Investigations with reference to data from the Prozorro electronic public procurement system.

The Velyko Oleksandrivka Village Council has announced a tender for the installation of a solar power plant that will provide a stable energy supply for the local community. The project involves the purchase and installation of 11 photovoltaic modules with commissioning of 11 artesian wells by the end of April 2025. The expected cost of the project is UAH 5 million 927 thousand 653.

According to the terms of the procurement, the warranty period for the goods is 20 years, and the warranty service is at least one year.

Two companies took part in the tender: Krayina-Park LLC and the Association Center for the Implementation of Energy Saving and Innovative Technologies. The price offered by Kraina-Park LLC was lower - UAH 5.7 million. However, the village council rejected it because the company declared the tender documents - a certificate of fulfillment of similar contracts and civil law contracts - confidential. This, according to the applicant, contradicts the law. Therefore, the contract will most likely be signed with the association that offered to perform the work for UAH 5.8 million. Currently, the Prozorro website states that the company is awaiting a decision.

Kyiv-based Kraina-Park LLC has been on the market for over 5 years. It is mainly engaged in the construction of buildings. However, it can also build power supply and telecommunications facilities. The owner of the company is Yuriy Kazmirsky, who is registered in Donetsk. The media associates him with Roman Kazmirsky, who is the owner and manager of Remvodplast Plus. Until December 2015, the company belonged to Volodymyr Bari, who allegedly participated in the "social movement" of the Donetsk Republic. During its existence, the company participated in public procurement 6 times and received 3 contracts for UAH 20.4 million.

The Association "Center for Implementation of Energy Saving and Innovative Technologies" is registered in Dnipro. The company was registered more than 18 years ago. The main activity is research and experimental development in the field of other natural and technical sciences. It can also engage in other construction and installation work. The association is owned by Andriy Usenko, Serhiy Voloshko and Volodymyr Titov. The company has participated in public procurement 117 times. It has concluded 107 contracts worth UAH 17.6 million.

For the first time, Velyko Oleksandrivske Village Council tried to hold a tender for the purchase and installation of solar panels in October. Three participants submitted their proposals: Krayina-Park LLC, the Association Center for the Implementation of Energy Saving and Innovative Technologies, and Anna Sergienko, a private entrepreneur. But all the proposals were rejected. Despite the fact that the reason for the cancellation of the bidding was the lack of proposals.

It should be noted that this project is funded under the support program of the UN Children's Fund UNICEF and belongs to the State Strategy for Regional Development for 2021-2027.
