The budget of Safianivska hromada in Odesa Oblast for 2026 has decreased by 30 million

Deputies of the Safianivka village council of Izmail district, Odesa region, have adopted the community budget for 2026.

According to the document, the revenues and expenditures of the community budget for the coming year are determined in the amount of UAH 396.4 million:

• general fund - UAH 390.4 million;
• special fund - UAH 6 million.

The community budget was formed without a deficit or surplus. No loans from the local budget are planned to be granted or repaid in 2026. Official transfers from the state and local budgets are planned in the amount of UAH 114.3 million, which is 28.8% of the revenue side.
Own revenues of the general fund of the community in 2026 are projected at UAH 276.1 million, which is 8% more than the expected revenues in 2025. The share of own revenues in the budget structure is 70.7%.

Personal income tax remains the main budget-forming source, accounting for 38% of the general fund.

In 2026, the community should receive UAH 70.3 million from land payments, which is 8.6% more than in the current year. The single tax is projected at UAH 72.2 million, an increase of almost 10%. Together, personal income tax, land fees and the single tax account for 89.6% of the community's budget revenues.

The largest share of the expenditure item, UAH 396.4 million, will be spent on salaries of public sector employees, utilities and energy, as well as other protected items.
The budget revolving balance is set at UAH 500 thousand, which is 0.12% of general fund expenditures. The reserve fund of the community budget is planned at UAH 5.35 million, or 1.4% of general fund expenditures.

The community plans to implement 21 targeted programs. In particular, UAH 11 million is reserved in the budget for the program to support the volunteer formation of the Safianivka community; UAH 334 thousand - for the program "Community Police Officer"; UAH 122.1 million - for the program of socio-economic and cultural development - of which UAH 21.9 million will be allocated from the community budget.

In 2025, the budget of the Safianivska community amounted to UAH 426 million 480.8 thousand. It was at the same level a year earlier.
