Tender for repair of heating system of gymnasium in Mykolaiv region entrusted to ex-official

In Mykolaiv region, a contractor was selected without an auction to repair the heating system in a local gymnasium. The contract was signed with the company of a former official, which was registered several months later.

This was reported by Anti-Corruption Dimension with reference to the Prozorro electronic procurement system.

Snihurivska city community in Mykolaiv region signed a contract for repair of heating and water supply systems in Halahanivska gymnasium without holding an open tender. The works, which cost almost UAH 200 thousand, were entrusted to private entrepreneur S.A. Shpak, who was registered only in September 2024.

The repairs are scheduled to be completed by February 25, 2025. The entrepreneur has been working in the market for less than six months, but has already signed budget contracts worth UAH 2.17 million, all of which are in Mykolaiv region.

Serhiy Shpak is also the founder of Tavria Bud LLC, which has been operating since 2020 and has received budget contracts worth UAH 1.35 million. Prior to his entrepreneurial activity, Shpak held the position of deputy head of the Snihuriv branch of the railway machine station of Ukrzaliznytsia JSC.

Cases where deals are concluded without bidding are not uncommon in the south of the country. Recently, the security police received a million-dollar contract without a tender. The Vereshchagin Mykolaiv Regional Art Museum signed a 1.5 million hryvnia contract with the Regional Security Police Department for the protection of the museum's facilities in Mykolaiv and its branch in Ochakiv without a tender procedure.

Also, the wife of a Servant of the People MP will be paid more than 10 million in Odesa region. At the beginning of 2025, VRZ-21 signed 19 contracts for the supply of food to educational institutions in Odesa Oblast. The total value of the contracts exceeded UAH 10 million. The owner of this company is Yulia Kapitan.

In Kherson, the city authorities also signed a contract worth one million hryvnias without holding an auction. The municipal enterprise Parks of Kherson, which is responsible for the improvement of the city's green areas, signed an agreement with another municipal enterprise of the Kherson City Council, Ecopolis.
