Wife of "Servant of the People" MP to be paid over 10 million in Odesa region

The company of Yulia Kapitan, wife of the regional council deputy from the Servant of the People party, supplies food to schools in Odesa region. Contracts for more than UAH 10 million have already been signed

According to the Anti-Corruption Dimension, in early 2025, VRZ-21 signed 19 contracts for the supply of food products to educational institutions in Odesa Oblast. The total value of the contracts exceeded UAH 10 million. The company is owned by Yulia Kapitan.

"VRZ-21 supplies meat and dairy products. According to the YouControl analytical platform, the company is part of the Kapitan family group of companies and has received more than a thousand government orders totaling UAH 71.8 million since its foundation in 2021. The company is headed by Vira Medvedenko.

The company's products are supplied to the following educational institutions:

"VRZ-21 sells products under the Kiliya, Kapitan Gold, Ahillia and Lactrima brands. The main asset of the family's companies is Titan, which is also owned by Ihor Kapitan. Prior to his political career, he worked as an assistant to MP Vitaliy Barvinenko, who is suspected of fraudulent housing compensation.

Earlier, Yulia Kapitan 's company provided Izmail schools and kindergartens with dairy products without competition.

Meanwhile, two companies won the right to feed schoolchildren in Odesa without an auction.
