Dairy monopoly: the firm of the "servant's" wife wins all tenders in Izmail education

A company owned by the wife of Ihor Kapitan, a member of the Odesa Regional Council from the Servant of the People party, provided Izmail schools and kindergartens with dairy products without competition.

According to the Anti-Corruption Dimension, the Education Department of the Izmail City Council signed an agreement for the supply of dairy products for schools and kindergartens worth over UAH 5.37 million with a company associated with a deputy of the Odesa Regional Council.

On December 11, contracts were signed with VRZ 21 LLC on the public procurement platform Prozorro for the supply of milk, butter, sour cream, kefir and cheese for educational institutions of the city. In 2024, it is planned to provide schools and kindergartens with products totaling UAH 5 million 377 thousand 70.

Procurement was carried out through the Request for Proposal procedure. In all four cases, the only company to submit a proposal was VRZ 21 LLC, and there was no competition at the bidding.

According to the YouControl analytical platform, the company belongs to the Kapitan family business group. The formal head is Vira Medvedenko, and the owner is Yulia Kapitan, the wife of Ihor Kapitan, a member of the Odesa Regional Council from the Servant of the People party.

According to the publication, the company's main activities are the production and sale of dairy and meat products under the Kiliya, Kapitan Gold, Ahillia, and Lactrima brands. The main asset of the business group is Titan LLC.

Meanwhile, the Education Department of the Chornomorsk City Council of Odesa Oblast has conducted a procurement to select a company that will provide catering services to students in the city's general secondary education institutions.

In addition, the Center for Financing and Economic Activities of Educational Institutions of Peresypskyi District of Odesa held a tender to select a company to supply equipment for classrooms in schools.
