During the occupation of the regional center, an employee of Kherson State University agreed to become the "dean" of one of the faculties. And after the de-occupation of Kherson and the relocation of the technical base of the seized Ukrainian university to Skadovsk, the pseudo-dean continued her illegal activities there.

According to Chermen Tuskaev, deputy head of the Kherson Police Investigation Department, after the occupation of the regional center, the illegally created local authorities seized Kherson State University. On its basis, the occupiers created a "state-funded educational institution of higher education in the Kherson region, Kherson State Pedagogical University." In July 2022, a 57-year-old employee of a Ukrainian higher education institution also accepted an offer to work in an illegal educational institution.

The woman was "appointed" to the position of "dean" of the Faculty of Psychology and part-time "associate professor". The defendant began to manage the organization of the faculty, which trained students in various psychological specialties in accordance with the educational standards of the aggressor state. The pseudo-manager also ensured that the educational process was conducted exclusively in Russian and personally taught academic disciplines at the faculty in the language of the invaders, thus ensuring the direct involvement of students in the educational process organized according to the educational standards of the Russian Federation.

Investigators qualified the woman's illegal actions as collaboration. She may face imprisonment for up to three years with disqualification to hold certain positions or engage in certain activities for a period of 10 to 15 years.
