Security forces forcibly mobilized residents of the occupied territories

A scheme of forced mobilization involving falsification of contracts with the Russian Armed Forces was previously recorded in the temporarily occupied territories of Ukraine.

This is stated in the report "Analysis of human rights violations in the occupied Crimea for 9 months of 2025 of the Crimean Tatar Resource Center, presented on October 7, 2025.

It is about the theft of passport data of civilians to sign contracts. This fraudulent scheme affects not only men. Criminals are actively obtaining personal data, in particular, via the Internet: they act under the guise of 'employers' who offer employment and require a passport scan for verification. In fact, this data ends up in the hands of the Russian military, which uses it to falsely sign contracts.

The Crimean Tatar Resource Center continues the information campaign<b>"Grave</b>", informing citizens about what to do if they receive a call-up and how to sabotage the forced mobilization.

Human rights activists emphasize that the forced mobilization of citizens to the TOT is not only a war crime, but also proof of the ineffectiveness of Putin's entire military machine. They also compare receiving a summons to the Russian army with a notice of possible death.

Earlier, SBI and SBU officers exposed a law enforcement officer in Mykolaiv region who helped conscripts avoid mobilization for a monetary reward. According to the investigation, he was approached by a local businessman whose subordinate was detained by the TCC. In exchange for 2 thousand dollars, the official promised to 'solve the issue' and release the man.

The law enforcement officer was detained while transferring the money on the Mykolaiv-Kyiv highway. His actions are classified as taking an undue advantage, and he now faces up to 8 years in prison. Currently, the SBI is checking the possible involvement of officials of the district TCC in the scheme. As for the dismissed man, he is undergoing a military medical examination to determine his fitness for service.
