School repairs on Marselska Street, worth 68 million, are planned to be given away without an auction

The Capital Construction Department of the Odesa City Council conducted a procurement to select a contractor to be paid for the overhaul of the building and landscaping elements of the adjacent territory of school No. 12, located at 6 Marselska Street.

According to the Prozorro electronic procurement system, the tender was held in the format of open bidding with no competitors for the winner, Stimax Limited Liability Company.

According to the technical documentation, the works include: repair of facades, roofing and roof insulation; installation of ramps; replacement of all windows and doors. It is also necessary to install a sewage system and a fence in the main building and on the football field. For all this, the company expects to receive UAH 68 million 921.5 thousand.

According to the YouControl service, Stimax LLC was registered in 2015. The founders are Faraday Closed Non-Diversified Venture Corporate Investment Fund and Oleksandr Sokolskyi. Mr. Sokolsky is also listed as the ultimate beneficiary of the LLC. As for the fund, its founder is Marina Apele, a citizen of Latvia who lives in Cyprus.

It is worth noting that in May, there were already attempts to conduct this procurement. Then two companies took part in the tender: Inzh-Stroy Limited Liability Company and Enterprise Alliance LLC. After two steps of the auction, the competitors' offers differed by one thousand hryvnias, and Inzh-Stroy LLC expected to win, but it did not eliminate the discrepancies in time, and a competitor was waiting for the contract. However, the proposal of Enterprise Alliance LLC was also rejected and the results of the tender were canceled.

As for Stimax LLC, in June it won a tender for the right to reconstruct the building of school No. 39 at 20 Uspenska Street. In that tender, the company had no competitors and planned to receive UAH 109 million 81.6 thousand. However, the company failed to eliminate inconsistencies in the documentation and the tender was canceled.
