Richelieu Lyceum in Odesa chose a breadwinner for students without an auction

The municipal enterprise "Centralized Procurement Organization of Odesa Regional Council" conducted a tender to select a company that will be paid to organize meals for students at the municipal institution "Rishelievsky Scientific Lyceum".

The relevant information was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features and the only participant was Fabrika Smaku Limited Liability Company. The company expects to receive UAH 7 million 313.2 thousand. This includes the supply of 24.5 thousand meals.

According to the YouControl service, Fabrika Smaku was registered in May 2015 with a registered capital of UAH 1,000, and two months later it received an order for food for Odesa hospitals. The director and owner of the company is Igor Levinzon.

Ihor Levinzon previously owned and managed Bit-Yug LLC (terminated), which received catering contracts in Odesa. The media linked Bit-Yug to former MP Oleksandr Presman. Until 2022, Levinson 's partner in Fabrika Smaku LLC was Tetiana Holubina from Odesa region.

Earlier, Odesa held tenders for catering services for educational institutions in 2026. The total cost of such services was estimated at over UAH 354 million.

TheCenter for Public Investigations decided to find out who got the contracts and whether the suppliers had any corruption risks. Only one company, Fabryka Smaku LLC, submitted an offer for tenders in Prymorskyi and Peresypskyi districts totaling more than UAH 175 million.

In September 2022, the Center for Public Investigations analyzed the companies that participated in tenders for catering for Odesa schoolchildren and identified the key players in this market. Experts ranked Fabryka Smaku LLC as the leader, while Ration Group PE was ranked in the second group of suppliers with fewer tenders won.
