Reni community budget for 2026 increased by 98 million

Deputies of the Reniia City Council of the Izmail district considered one of the key issues on the agenda - the draft budget of the Reniia city community for 2026.

The total budget revenues of the community for 2026 are planned in the amount of UAH 467 million 690.6 thousand:

• general fund - UAH 464 million 484.9 thousand
• special fund - UAH 3 million 205.7 thousand.

Intergovernmental transfers

Inter-budget transfers make up a significant share in the structure of revenues - UAH 168,424 million 9 thousand, in particular

• basic subsidy - UAH 59 million 32.4 thousand, which is more than UAH 34 million more than in 2025;
• additional subsidy for the territories negatively affected by the armed aggression of the Russian Federation - UAH 11 million 273.3 thousand;
• additional subsidy for the territories where military operations are underway - UAH 11 million 152 thousand;
• educational subvention - UAH 86 million 967.2 thousand (for the period January-August 2026).

Own revenues of the community budget, excluding transfers, amount to UAH 299 million 265.7 thousand. The main budget-forming sources remain the personal income tax, the single tax and the land fee - together they form 92.9% of the general fund's own revenues.

Expenditures and priorities

The total budget expenditures of the Reniyska community for 2026 are also planned at the level of UAH 467 million 690.6 thousand, of which

• general fund - UAH 450 million 284.9 thousand
• special fund - UAH 17 million 405.7 thousand.

The largest share of expenditures is spent on salaries of public sector employees. In 2026, UAH 307 million 185.8 thousand is allocated for salaries and wages, which is 68.2% of the total expenditures of the general fund.

The budget's revolving cash balance is planned at UAH 100 thousand, and the reserve fund is planned at UAH 6 million 364 thousand.

Sectoral financing

The main areas of financing include:

• education - UAH 253,899.8 thousand
• social protection and social security - UAH 16,760.4 thousand
• culture and art - UAH 19,357.0 thousand;
• children and youth sports school - UAH 4,638.8 thousand;
• housing and communal services - UAH 61,155.7 thousand.

The healthcare sector will be allocated, in particular, to pay for utilities, energy and the implementation of local programs. UAH 11 million 371.4 thousand is allocated for these purposes from own revenues.

City programs

The general fund budget for 2026 provides for funding for a number of programs, including

• programs for the regulation and development of land relations - UAH 1 million 450 thousand
• Safe Community program - UAH 474.1 thousand
• "Community Police Officer" program - UAH 106.4 thousand;
• Programs for coverage of local government activities - UAH 100 thousand;
• civil protection programs - UAH 300 thousand.

It also provides funds for the maintenance of the local fire department - UAH 2 million 133.8 thousand and payment of membership fees to the Association of Ukrainian Cities - UAH 50 thousand. The revenue part of the budget of Reni for 2025 was UAH 97.9 million less than the current one and amounted to UAH 370.1 million.
