The court ordered the owners, who are affiliated with the local authorities, to restore a part of the architectural monument that was demolished without permission. Law enforcement will monitor the enforcement of the decision to protect the city's cultural heritage.

Following a lawsuit filed by the prosecutor's office, the court ordered the owner to restore part of the historical monument of local significance, the Kudryavtsev Dacha complex. Law enforcers acted in the interests of the state through the city council's cultural heritage protection department. The lawsuit was filed against the company that owns the property, demanding that the damaged part of the building be restored.
According to the press service, the reason for the prosecutor's appeal was the illegal demolition by the owner of one of the historic buildings of the complex - a two-story hotel building, which was partially damaged by a rocket attack in July 2022.
Despite the contractual obligations to maintain the monument in good condition, this was done without the consent of the relevant authority, and the city council did not respond appropriately.
The court ruled that the owner's actions violated the residents' rights to preserve cultural heritage and contravened the requirements of the Law of Ukraine "On Protection of Cultural Heritage". After the court decision comes into force, the prosecutor's office will monitor its implementation.
The historic building, which was damaged by a rocket attack in 2022, was dismantled in April. It is currently privately owned by Restro Club, whose owners carried out the reconstruction and dismantling without the consent of the relevant authorities.
During the missile strikes of 2022, one of the buildings of theDacha Kudryavtseva complex, a two-story former holiday home, was severely damaged: a shell destroyed part of the second floor of the northeastern wing.
According to the agreement with the cultural heritage protection authority, in case of damage or threat to the monument, the owner is obliged to notify the relevant authority. In addition, by order of the Ministry of Culture, the complex of six monuments was included in the State Register of Immovable Monuments of Ukraine. However, the owner of the monument never informed the Department of Cultural Heritage Protection about the progress of the repairs.
The ultimate beneficiaries of the company are the son and husband of the head of the Ingul district administration, as well as representatives of the mayor's faction in the city council, Hanna Remennikova, Borys and Valentyn Berestnev.
Also recently, in Mykolaiv region, law enforcement officers forced a land tenant to sign a protection agreement to protect an Olbian-era settlement, an archaeological monument of national importance. This was a response to the destruction of the cultural layer in 2021, which then went unpunished.
