Mykolaiv prosecutor's office sues company of former MP from Crimea

In Mykolaiv, the city is trying to recover almost UAH 15 million from the city budget for the use of a land plot that has not been paid for years. An entity associated with the orbit of former Crimean MP Vadym Novynskyi may be involved.

This was reported by the press service of the Mykolaiv Regional Prosecutor's Office.

According to the investigation, the company, the ultimate beneficiary of which is a sanctioned person, acquired a property complex located on the territory of the former Black Sea Shipyard. Despite the actual use of the land, the company did not make any payments to the budget of Mykolaiv for its lease.

The land in question is a 14.6-hectare municipally owned plot of land located in the port area and densely built up with industrial facilities. In the period from 2021 to 2025, this territory was actively used by the defendant, but not a single hryvnia was paid to the city budget during this time.

As a result, the budget of Mykolaiv lost almost UAH 15 million. These funds could have been used to finance the socio-economic needs of the community, strengthen the city's defense capabilities, and restore the damaged infrastructure.

The Mykolaiv Oblast Commercial Court has already accepted the prosecutor's claim and opened proceedings. The prosecutor's office emphasizes that protecting the interests of the state in the field of land relations, including the recovery of funds from unscrupulous land users, is one of the key areas of their work.

According to media reports, the case involves Naval Park, a company associated with former oligarch and former MP from Crimea, Mr.Novynskyi.

In January, the Ministry of Justice of Ukraine commissioned the services of an international law firm to represent the state in disputes against entities associated with the former MP. These lawsuits relate to possible violations of investment agreements and cover the actions of state authorities against companies owned by Novynskyi and his trusts.

In 2025, he was notified of being suspected of treason. Earlier, the State Service of Geology and Mineral Resources suspended Enwell Energy's licenses to develop two fields in Kharkiv and Poltava regions.

In addition, the court seized the corporate rights of 72 companies associated with the businessman. Despite attempts to transfer the assets to a trust, the Ministry of Justice canceled the changes to the ultimate owners of these companies.

In September 2025, Kyiv's Pecherskyi District Court imposed a pre-trial restraint on Novynskyi in the form of detention. He was a member of parliament of several convocations from the banned pro-Russian political force Opposition Bloc and, according to the investigation, served as a curator of the Russian Orthodox Church in Ukraine.

The investigation claims that since 2014, he has been systematically spreading pro-Russian narratives through the media, public speeches and social networks, trying to create anti-government sentiment and justify Russian aggression.

In December 2025, a court in Kyiv also arrested UAH 196.9 million held in the account of a private enforcement officer in a case related to the sanctioned ex-MP. According to the investigation, these funds could have been legalized through a complex debt transfer scheme.
