Oknianske Village Council Signs ₴1.17M Contract for Admin Building Overhaul

The Oknianske village council of Podilskyi district, Odesa region, has signed a contract for the overhaul of an administrative building in one of the villages of the community. The total cost of the works is over UAH 1 million. The agreement was signed without an open tender - directly with the contractor.

This became known from the monitoring of the Prozorro e-procurement system.

According to the tender documentation, the overhaul of the administrative building in the village of Novosamarka will begin as part of the Community Police Officer Program. The total budget of this project is UAH 1.17 million, funded by the local budget. The customer of the works is the Oknyansky village council, which announced the procurement without using the electronic system due to the exceptions in force during martial law. According to Cabinet of Ministers Resolution No. 1178, direct contracts without a prior tender are allowed under certain legal provisions.

The administrative building will be renovated by Kotovsky Asphalt Concrete Plant LLC. The works are to be completed by December 31, 2025.

According to Opendatabot, the company was founded in 2014, and its main activity is the construction of roads and highways. At the same time, it is engaged in the production of concrete solutions, electrical work and other areas of construction. The company is headed by Oleksandr Bakulevskyi. According to financial results, in 2024, the company's revenue amounted to over UAH 72 million, with a net profit of about UAH 240 thousand.

The plant actively participates in tenders and has a significant sales volume, in particular, in 2024 its sales at tenders exceeded UAH 112 million. The company has entered into contracts with a number of local governments in Odesa Oblast, including Kuyalnytsia, Oknyanska and Podilska village councils. In recent years, the company has repeatedly changed its address and managers, including the appointment of Oleksandr Bakulevskyi as CEO in 2023.

Novosamarka is a village of the Oknyanska community in Podilskyi district of Odesa region. It is located 6 km from Oknya on the P-33 highway. It is 23 km to the Chubivka railway station. The population is 1005 people.

Intent has already written that the Molohivka Village Council of the Bilhorod-Dnistrovskyi District of Odesa Region announced a tender to select a contractor who will be paid for the overhaul of the civil defense protective structure of the radiation shelter in Sadove village. The company chosen to build the Mayakivskyi Lyceum shelter was the one accused by the media of overcharging.
