Odesa to Auction Civil Defense Structure Contract for ₴99.6M at School No. 3

The Department of Capital Construction and Roads of the Odesa Regional State Administration has announced a search for a contractor to build a civil defense structure on the territory of school No. 3 in Podilsk.

The announcement was published in the Prozorro electronic procurement system.

The auction is scheduled for April 28 in the format of open bidding with special features with an expected purchase price of UAH 99 million 646.9 thousand.

What the contractor has to do:

• erect walls
• lay utility pipes
• waterproofing
• install plumbing
• install heating;
• install ventilation;
• install electricity;
• install fire alarm system.

The project has been adjusted. The previous auction was scheduled for March 8. The winner without an auction was Berezivkaagroshlyakhbud, a limited liability company.

The company was ready to work for UAH 56 million 429.9 thousand, but the results were canceled due to the need to adjust the design and estimate documentation.

According to the YouControl service, Berezivkaagroshlyakhbud LLC was registered in Odesa in 2003. The owner is a deputy of the Odesa Regional Council , Prince Khachatryan. In 2025, the company won four tenders totaling UAH 4 million 468 thousand. In 2024, the company's revenue from public procurement reached UAH 1 billion 288 million 609 thousand.

In total, in 2024, according to YouControl, three companies from Odesa region won several of the largest public procurements. Among them was Berezivkaagroshlyakhbud. It won a tender for UAH 1.2 billion. According to bi.prozorro, between 2001 and 2025, the company won tenders totaling more than UAH 24 billion.
