The SBU Office in Odesa region has announced a tender to find a supplier of television and audiovisual equipment.
According to the Prozorro electronic procurement system, it is a video surveillance system with installation and commissioning.
The auction is scheduled to take place on September 25, although given that the procurement is planned to be conducted in the format of an open tender with special features, there may be only one participant. The expected cost of the purchase is UAH 3 million, and the SBU plans to receive the equipment by December 20.
The system should be created by installing external surveillance cameras with their integration into a server for collecting, processing and storing video data. The winner of the procurement must deliver the system in an assembled form as part of: 36 video surveillance locations, three type 1 switching cabinets, five type 2 switching cabinets, a server equipment cabinet and a dispatcher cabinet.
Open bidding with special features means that almost all terms are shorter than in open bidding under the Public Procurement Law. That is, this procurement is much faster than open bidding.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
