Odesa reveals inflated prices for repair of kindergarten shelter

In Odesa, a court considered the case of an entrepreneur suspected of negligence in the repair of a shelter in a kindergarten. His mistakes caused damage to the community budget.

This is evidenced by the ruling of the Prymorskyi District Court of Odesa.

According to the court's ruling, it was a major overhaul of the basement of the Nursery School No. 123 of the Odesa City Council, which was supposed to serve as a simple shelter. In August 2023, the municipal institution entered into an agreement with a contractor to perform work worth more than UAH 1.6 million. A separate contract was signed with an individual entrepreneur for technical supervision of the repairs.

The investigation found that the technical supervision engineer, who had the appropriate certificate and authority, improperly performed his duties. In particular, he signed certificates of completion without checking the actual scope and quality of the repairs, as well as the compliance of the materials used with the design and estimate documentation.

According to the forensic construction expertise, some of the work specified in the acts of October 2023 was either not fully completed or their cost was overestimated. Because of this, more than UAH 276 thousand was unreasonably transferred from the budget to the contractor.

On December 2, 2025, the man was notified of suspicion under Part 1 of Article 367 of the Criminal Code of Ukraine - official negligence that caused significant damage to the public interest. The prosecutor's office insisted on a preventive measure, pointing to the risk of the suspect hiding from the investigation.

The court agreed with the arguments of the investigation and chose a measure of restraint in the form of a personal commitment, recognizing it as sufficient to ensure the proper procedural behavior of the suspect.

In another case, the court released the director of the Uspensky Lyceum from criminal liability for negligence. In August 2023, the educational institution signed an agreement with an Odesa-based company to overhaul the roof. During the inspection, it was discovered that the contractor had overestimated the price of construction materials by UAH 235 thousand.
