In 2025, Odesa Region ports transported 147 million tons of cargo to 50 countries. The reconstruction of berths and preparation of terminal concessions to increase cargo transportation are currently underway.

This is stated in the Program of Socio-Economic and Cultural Development of Odesa Region for 2026.

In the first nine months of 2025, cargo handling in the region's seaports amounted to 61.2 million tons, which is 17.4% less than in the same period in 2024. The share of export cargo amounted to 51.4 million tons (76.2%), of which 29 million tons (63.2%) were grain crops. Imports increased by 42.2% and amounted to 9.3 million tons.

As stated in the document, the Ukrainian sea corridor has been operating stably for more than two years, ensuring the continuity of international trade and maintaining food security. During this period, 147.5 million tons of cargo were transported through the corridor, including 89.3 million tons of grain. The corridor was used by 5789 vessels that delivered Ukrainian products to more than 50 countries in Europe, Asia and Africa.

In November 2024, the State Property Fund of Ukraine sold the property complex of the State Enterprise Belgorod-Dniester Commercial Sea Port at a privatization auction. The winner was Top-Offer LLC, which purchased the port for UAH 90 million (UAH 108 million including VAT). The sale and purchase agreement was signed in February 2025, and in August, the ownership was officially registered with the new owner.

The Ministry of Communities and Territories Development of Ukraine, together with the International Finance Corporation (IFC) and the EBRD, is preparing a concession for a container and universal terminal at the State Enterprise Sea Commercial Port Chornomorsk. The project envisages modernizing the infrastructure and increasing transshipment to 760,000 TEU and 5 million tons of cargo annually. In September 2025, the government launched a competitive procedure for selecting investors, and the official tender is expected by the end of the year. The projects are currently in the final stages of preparation.

The port of Odesa held a tender for the reconstruction of berth 7 with an expected cost of over UAH 539 million. The project involves increasing the length of the berth, deepening the water area, expanding the structural width, and increasing the load on the storage areas. The works are scheduled to be completed by December 31, 2027.

In addition, a tender was held for the overhaul of berth No. 9 worth UAH 61.4 million. The berth has been in operation for more than 60 years and has significant structural damage that limits its use. The overhaul will restore the berth to full operation and is scheduled for completion in the second quarter of 2026.

Since the beginning of Russia's full-scale aggression, more than 500 port infrastructure facilities and 116 civilian vessels have been damaged or destroyed, and 157 civilians have been injured. On the territory of the Odesa seaport, 161 facilities have been damaged.
