Odesa City Council Adopts City Budget for 2026

Odesa City Council has approved the draft budget of the city's territorial community for 2026. The relevant document has already been approved by a specialized working group and submitted to the deputies for consideration.

The decision was made at a session of the Odesa City Council.

UAH 500 million is allocated to support the Defense Forces and protect infrastructure The total budget will amount to UAH 16.4 billion, which is UAH 2.5 billion more than in 2025.

93.9% of the revenues will come from the general fund: personal income tax - UAH 8 billion 100 million, excise tax - UAH 1.4 billion, property tax - UAH 1.6 billion, and single tax - UAH 2.6 billion. Non-tax revenues are projected at UAH 801 million.

Despite claims that the beach contracts have been terminated, the city plans to receive 11 million 700 thousand hryvnias from lease payments - the lawsuits are likely to be delayed. Advertising revenues will decrease from 55 million to 30 million hryvnias. Tourist tax is expected to reach 15 million 100 thousand hryvnias (in 2025 it was 8 million 300 thousand). Revenues from parking lots will increase to UAH 74 million.

Expenditures will amount to UAH 15.4 billion. UAH 5.6 billion is allocated for the social sphere (education - UAH 3.5 billion, social protection - UAH 1.2 billion, and medicine - UAH 646 million). UAH 1 billion 800 million is allocated for housing and communal services, UAH 1.3 billion for transport and roads, and UAH 3.5 billion is allocated to the reserve fund.

UAH 6.37 billion is planned to be allocated for the implementation of city target programs.

The document also contains a list of protected expenditures: salaries of public sector employees, medicines, food, utilities, social payments, transfers to other budgets, local debt service, and other mandatory expenditures. UAH 6.51 million was allocated for energy services in educational institutions.

The budget also contains significant expenditures to support public utilities. In particular, the Odesa Heat Supply Company is to receive UAH 535 million in financial aid, of which almost UAH 200 million is to be used to repay debts in accordance with a special law. The Odesa Development Program Agency will receive 193.4 million to fulfill its obligations under international infrastructure projects.

In addition, UAH 118.8 million was allocated to fulfill guarantee payments for urban transport projects and infrastructure upgrades. These include the development of tram routes and the purchase of electric buses.

On December 5, at 12:00, public hearings on the draft city budget for 2026 were held in Odesa. The event was organized by the Department of Finance of the Odesa City Council. During the meeting, the department presented the main provisions of the draft budget, including key areas of funding, the distribution of funds between different sectors, and planned investments in social and infrastructure projects.
