Public hearings on the draft city budget held in Odesa

On December 5, at 12:00, public hearings on the draft city budget for 2026 are scheduled in Odesa. The event was organized by the Department of Finance of the Odesa City Council.

This was reported by the press service of the Odesa City Council.

The main goal of the hearings is to involve residents in discussing the city's financial plans and to ensure that public opinion is taken into account when forming the budget of the Odesa city territorial community. During the event, the department will present the main provisions of the draft budget for 2026, including key areas of funding, distribution of funds between different sectors, and planned investments in infrastructure and social projects.

Participants of the hearings will have the opportunity to ask questions, express their suggestions and comments on the financing of city programs, development projects, educational and cultural initiatives, road repairs, transportation, healthcare, and other areas of city government activity.

According to the Law of Ukraine "On Local Self-Government," public hearings are meetings with members of the relevant council and local government officials, during which members of the territorial community can listen to them, raise questions and make proposals on issues of local importance that fall within the jurisdiction of local government.

According to the press service, all proposals and comments received during the public hearings will be processed by the Department of Finance and taken into account in the final formation of the draft budget, which will subsequently be submitted to the session of the Odesa City Council.

The city authorities urged residents to participate in the hearings, as it is a direct tool to influence the allocation of city finances and community development priorities for the next year.

Recently, the Center for Public Investigations analyzed the draft state budget for 2026 and its impact on local budgets in Odesa Oblast, which could receive almost UAH 3 billion. Among the main innovations are changes in grants and subventions, redistribution of personal income tax, as well as new expenses for tariff compensation and support for the territories where military operations are ongoing.
