Odesa CHP Seeks Contractor for Power System Upgrade Worth 33M UAH

Odesa CHP has announced the search for a contractor to reconstruct the backup power system and replace the 220V DC battery.

The relevant information was published in the Prozorro e-procurement system.

It is about station No. 2, the building of the main control panel, the first floor at the following address: 29 Tserkovna Street, Odesa.

The auction with an expected purchase price of UAH 33 million 136.9 thousand is to be held on March 10 in the format of an open tender with special conditions.

Open bidding with special features means that almost all terms are shorter than those of open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Earlier it was reported that the Supreme Court upheld the conclusions of Odesa auditors on the misuse of a subvention from the state budget for Odesa CHP for more than UAH 51 million, satisfying the cassation appeal of the Southern Office of the State Audit Service.

In November 2019, Suvorovskyi District Court of Odesa sent a criminal case to the High Anti-Corruption Court on charges of embezzlement against former liquidator of Odesa Heat and Power Plant Yevhen Lakhnenko.

Prior to that, the court finally returned to the Specialized Anti-Corruption Prosecutor's Office the indictment against Yevhen Lakhnenko, the former liquidator of Odesa Heat and Power Plant, accused of embezzlement.
