Odesa CHP appointed a company suspected of overcharging as a contractor for sewer repairs

Odesa Heat and Power Plant Joint Stock Company has held a tender to select a company that will be paid for the installation of wastewater metering units at sewer outlets.

The announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions, and the only participant was Ukrspetsoborudovaniye Limited Liability Company. The company will have to complete the work by December 31, 2025. After the deal is concluded, it expects to receive UAH 9 million 726 thousand.

According to the YouControl service, the LLC is registered in Mykolaiv. The owners are Anatoliy Krylov, Andriy Krylov, and Maksym Krylov.

In March 2025, the Dozorro publication stated that in the final list of resources for the procurement of the Tairova village council, which was also won by the LLC, the largest amount of money was for PE 100 SDR 17 polyethylene pipes - UAH 17.7 million (hereinafter prices and amounts are inclusive of VAT). This is almost a third of the contract value.

"Ukrspetsoborudovaniye LLC plans to supply these pipes with a wall thickness of 21.1 millimeters at a price of UAH 3,774 per meter. Asso sells them at UAH 2,692 per meter, TrubPolymerGroup sells them at UAH 1,989.5 per meter, and Uppshop sells them at UAH 2.7 per meter," the publication stated.

The publication then estimated the total possible overpayment for polyethylene pipes at UAH 6.3 million, noting that the contract price was fixed, so the customer would not be able to easily change the cost of materials in the course of work.

In April 2024, Nikcenter stated that Mykolaivvodokanal (director - Borys Dudenko) had awarded a contract worth UAH 12.2 million to its regular partner Ukrspetsoborudovaniye LLC based on an open tender. Estimates for the reconstruction of the collector on Potemkinska Street also remained hidden.
