Odesa-based company wins one hundred million tender for road repair in Mykolaiv region

Mykolaiv region's roads will be repaired by an Odesa-based company affiliated with the Trust the Deeds party. More than one hundred million hryvnias were allocated from the budget for this purpose.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

The tender for road repairs was announced by the Infrastructure Restoration and Development Service in Mykolaiv Oblast.

The expected purchase price was UAH 108 million 038 thousand 946. The bid security amounted to UAH 1 million 080 thousand 389.

The bidding took place on August 23. Only one company took part in the bidding - Odesa-based Rostdorstroy with a bid of UAH 105 million 870 thousand.

The contract with the company for the current medium repair of the T-15-15 Fedorivka - Rybakivka - Luhove recreation center road was signed on August 3. About 25 kilometers will be repaired.

The selected contractor should complete the repairs by December 20, 2025.

Among other repairs, the contractor will have to eliminate 172 trees and trim the crowns of 2330 trees. Given that the subject of the procurement is the completion of works on the facility, the bidder undertakes to comply with the warranty period for works already completed as of the date of the procurement.

This is not the first contract awarded to the Odesa-based company for the maintenance of Mykolaiv roads. In March, Odesa-based Rostdorstroy, which is affiliated with Mayor Gennadiy Trukhanov' s Trust the Deeds party, received two large contracts.

The company received over UAH 700 million for the first tender, and over UAH 600 million for the second. In both cases, the deadline for completing the work is April 30, 2027.

The final beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a deputy of the Odesa City Council and a representative of the Trust the Deeds party, and businessman Yevhen Konovalov.

In January, the Commercial Court of Odesa Oblast considered a lawsuit filed by the deputy head of the Odesa Oblast Prosecutor's Office against the Odesa Oblast Infrastructure Restoration and Development Service and Rostdorstroy Limited Liability Company.

As stated in the court ruling, the prosecutor demanded to cancel the results of the tender to select a contractor to be paid for the overhaul of the public road Izmail-Kilia-Vilkovo, which the Service held in May 2021.

According to the agreement, Rostdorstroy LLC was supposed to complete the repairs by December 31, 2022, but due to the full-scale invasion, the completion date was postponed by additional agreements. And according to the prosecutor's office, the work never started. The company was supposed to receive UAH 500 million 84 thousand for the work.

Also last year, the Odesa Regional Prosecutor's Office challenged an agreement concluded in October 2021 between the State Enterprise "Local Road Service" and Rostdorstroy Limited Liability Company on the current minor repairs of public roads of local importance in Odesa district.
