No one willing to sell cameras to Kherson police

A tender for the purchase of cameras for police officers was canceled in Kherson. They were ready to allocate almost 400 thousand hryvnias from the budget for the cameras.

This was reported by the Center for Public Investigations with reference to the Prozorro public procurement system.

The Main Directorate of the National Police in Kherson region planned to purchase 9 Nikon Coolpix P950 cameras or the equivalent. The total cost of the procurement amounted to UAH 364 thousand 500. Thus, the price for one camera was planned to be approximately 40 thousand 500 hryvnias. The auction was scheduled for December 2 and was supposed to be held in an open bidding format, but it did not take place.

The reason for the cancellation was the lack of bids. That is, there were no bidders for the auction.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

Meanwhile, the executive committee of the Beryslav City Council signed an agreement with a newcomer to purchase 100 drones for UAH 2.6 million without a tender.

The executive committee made the purchase without using the electronic system on November 29. Under the terms of the contract, FPV-Drone LLC is to supply the city council with 100 10-inch KOZAK-10T FPV drones by December 21. The cost of one drone is UAH 26 thousand. At the same time, this type of drone can be purchased on the market for 25 thousand hryvnias.

Prior to that, the executive committee of the Beryslav City Council signed an agreement for the purchase of Mavic for UAH 8.7 million with a company that has been on the market for less than a year. However, all documents related to the procurement are classified. By the way, in the procurement of Kozak drones, the documents are also restricted. This time, however, only the contract and the justification for the procurement are available. The executive committee promises to open them 90 days after the end of the war
