Bereznehuvate Art School Renovation: ₴12M Contract Awarded Without Auction

The agreement for the renovation of the art school in Bereznehuvate was signed with a company whose services are most often used by local authorities. The tender was held without an auction, so the company received the contract without a competitive procedure.

At the end of March, the Department of Education, Culture, Youth and Sports of the Bereznehuvata Village Council announced an auction for the overhaul of the Bereznehuvata Art School, which was damaged by Russian shelling. More than UAH 12 million was allocated for this purpose.

The project involves final construction work, and the repairs should be completed by December 31, 2026. The auction was scheduled for April 3, but only one bidder submitted an offer, which was awarded the contract, reducing the initial price by more than 114 thousand.

According to the tender documentation, the overhaul will be carried out gradually, with payments for the completed stages made upon their completion. The warranty period should be 10 years.

According to the YouControl online service, the Construction Trading Company "GRANIT-V" was registered in 2018 with a registered capital of UAH 4 thousand in Bashtanka. The owner of the company is Victoria Koshyk. The main KVED of the company is activities in the field of engineering, geology and geodesy. The company has participated in public tenders since 2019 and has already earned UAH 15.5 million.

The highest revenue was in 2024, when the company earned more than UAH 8 million. The main customer of the company in 2023-2024 was the Department of Education, Culture, Youth and Sports of the Bereznehuvata Village Council. The company did not appear in journalistic investigations, nor in court proceedings.

The Veselynivka village council in Mykolaiv region also signed a UAH 3 million agreement to install a protective structure with Yulcom-Service, a company that had previously installed containers instead of shelters. This contractor has been repeatedly awarded budget contracts, and it is involved in investigations into the overpricing and poor quality of shelters in various regions of Ukraine.

Recently, in Mykolaiv region, the company's director came under suspicion for overestimating the cost of construction work during the reconstruction of the Oleksandrivska school, where the total contract amounted to more than UAH 15 million.
