"The DREAM ecosystem is being implemented by the DREAM Project Office within the GIZ Ukraine Sustainable Society Cluster, funded by the German government and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH."

In March 2024, the event "Presentation of the DREAM Recovery Management Ecosystem for Regional and Local Authorities" was held in Mykolaiv with the support of the Ministry of Community Development, Territories and Infrastructure of Ukraine and the DREAM Project Office.

DREAM was established and operates in accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1286 of November 15, 2022.

Since the beginning of the full-scale invasion of Russia, almost 3,000 infrastructure facilities have been damaged in the Mykolaiv region.

On February 25, 2022, the first energy facilities were damaged, and on February 26, the first residential facilities were damaged. In early March, on the 2nd, it was already gas/water/heat supply facilities.

Critical infrastructure facilities became the first target of the Russians since the beginning of the full-scale war. Developing a set of measures to protect such facilities is a priority for the authorities.

Mykolaiv region is among the top 3 regions participating in the eRestoration program.
