Mykolaiv's Veselynivka Council Awards ₴3M Contract Amid Corruption Allegations

The Veselynivka village council in Mykolaiv region signed a UAH 3 million contract for the installation of a protective structure with Yulcom-Service, a company that had previously installed containers instead of shelters. The contractor has repeatedly received budget contracts, but is involved in investigations into overpricing and inadequate quality of shelters in different regions of Ukraine.

This was reported by the Anti-Corruption Dimension with reference to the Prozorro e-procurement system.

The Department of Education, Culture, Tourism, Family, Youth and Sports of the Veselynivka Village Council in Mykolaiv Oblast has signed an agreement for the installation of a protective structure for 70 people worth three million hryvnias. The contractor is Yulcom-Service, which had previously installed containers instead of shelters.

Only one company, Yulcom-Service, applied for the tender. This is not the company's first contract with the Veselynivka department - in October 2024, a similar agreement was signed for UAH 3 million.

It should be noted that the price of the shelter may be overstated. For example, in February 2025, PJSC Ukrnafta signed a contract for the placement of two protective structures for 60 and 50 people worth UAH 4.2 million. That is, one structure was supposed to cost 2.1 million. Unlike the installation of the shelter in Mykolaiv region, the contract requires the contractor to equip the protective structures with generators, switchboards and mobile phones as means of communication.

"Yulcom-Service was registered in 2007 in Kyiv region with a minimum authorized capital of UAH 100. The company is owned by Yuriy Kostyuchenko. The company regularly concludes budget contracts throughout Ukraine, the total amount of which exceeds UAH 268 million. The company is involved in several investigations into the installation of inappropriate shelters in Sumy and Cherkasy regions.

In 2023, the company installed modular shelters in Cherkasy region for UAH 5.4 million, but instead of protective structures, it supplied plastic containers that leaked after rains. Violations were also detected in the installation of protective structures in Sumy region, where law enforcement agencies are checking for overpricing and non-compliance with payment requirements.

And the Chornomorsk Village Council in Mykolaiv region signed a contract with a local businesswoman for the overhaul of a part of the school roof worth almost UAH 1.5 million. According to the public procurement platform Prozorro, the contract was awarded without using the electronic procurement system and without holding an open tender.

In addition, a contract for the repair of a shelter in Mykolaiv was awarded to a company suspected of bid rigging. The deal is worth almost UAH 30 million. The firm has repeatedly participated in government tenders, including for building repairs.
