Planned to fight flooding: contract for 24 million canceled in Odesa region

For 24 million, the contractor was supposed to clear the Baraboy riverbed in Odesa region to protect villages from flooding. However, the contractor never started work, so the prosecutor's office intervened and terminated the contract.

This was reported by the press service of the Odesa Regional Prosecutor's Office.

Prosecutors found that in April 2023, the Dalnytsia Village Council of Odesa District and the company entered into a contract for construction and installation work.

According to the terms of the contract, the company undertook to develop project documentation and reconstruct (clear) part of the Baraboi River channel in order to improve the ecological condition and prevent flooding of the territories of the community's settlements.

However, the contractor did not even start the work, and the contract itself was signed without approved funding, which violates budget legislation. Prosecutors filed a lawsuit to suspend the contract. During the trial, the parties voluntarily agreed to terminate cooperation, and the Commercial Court closed the case.

The prosecutors believe that this way they managed to save more than UAH 24 million from unjustified spending.

According to Prozorro, on April 25, 2023, the Dalnytsia Village Council of Odesa District signed an agreement with Paritetbudinvest Construction Firm LLC for reconstruction work to clear part of the Baraboi Riverbed. The goal of the project is to improve the environmental situation and reduce the risk of flooding in the community's settlements.
The expected cost of the work was almost UAH 27 million, but the contractor reduced the price to UAH 24.18 million. The firm was the only bidder in the Prozorro system.

The contractor undertook not only to carry out construction and installation work but also to develop project documentation.

According to youcontrol, Paritetbudinvest LLC is registered in the city of Chornomorsk and has been operating in the construction market since 2019. The company specializes in road construction and has experience in the manufacture of concrete products, dismantling and installation of metal structures. Its founders are Artem Sobolev and Arkady Ilyashchuk, who own the company in equal shares.

Recently, a tender for the overhaul of the coastal defenses in the area of Arcadia Beach was suspended in Odesa. The reason was a complaint about discriminatory conditions in the tender documentation.
