Mykolaiv has selected a contractor for the repair of the Yuzhnobug bridge

The contract for the repair of the bridge in Mykolaiv may be awarded to a company that has been repeatedly featured in journalistic investigations. It has been linked to numerous non-competitive contracts worth hundreds of millions of hryvnias.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In April, the Service for Infrastructure Restoration and Development in Mykolaiv region announced a tender for the operational maintenance of the Pivdenobuh Bridge, located on the M-14 Odesa-Melitopol-Novoazovsk highway. The expected value of the contract was UAH 19.7 million. The bridge is located in Mykolaiv at the 132nd kilometer of the highway. The works include the first stage of maintenance and are to be completed by December 20, 2025.

The deadline for submitting bids was May 5, but only one bidder, European Road Construction Company, submitted its proposal. The company' s offer was UAH 257 thousand less than the expected tender amount. This company regularly receives government contracts, particularly in Mykolaiv region, and a significant part of the contracts are awarded without competition.

Although the company's legal address is in Kyiv region, its beneficiaries live in Odesa region. Among the company's regular customers is the Mykolaiv Oblast Infrastructure Restoration and Development Service.

According to the YouControl analytical system, the company was founded in 2008 in Donetsk under the name Altmost, with a registered capital of UAH 51,500. It is engaged not only in road construction, but also has 20 other areas of activity. Since 2018, the company has undergone structural changes and is now owned by the Keloyev family.

The company and its owner have repeatedly been the subject of journalistic investigations. The company is one of the top three leaders in terms of the number of road contracts awarded without competitive procedures. Since 2018, the company has received government orders worth UAH 6.3 billion.

In April 2025, a tender for road maintenance worth 180 million hryvnias was held in Kherson region, in which only one company, the European Road Construction Company, took part.

In 2025, the head of the NGO Non-Stop filed a lawsuit against a possible criminal conspiracy within the Big Construction project. In the petition, he claimed that the scheme involved government officials and a number of companies. Among them was the European Road Construction Company. The applicant believes that the participants created an organized criminal group to embezzle budget funds during road construction. There were several such applications, but the court decided to dismiss the petition.
