Mykolaiv's Housing and Utilities Department Will Spend 16 Million on Its Own Shelter

In Mykolaiv, the Department of Housing and Public Utilities has decided to build its own shelter—the city plans to spend more than 16.6 million hryvnias from the municipal budget to convert a basement into a protective structure.

A tender has been posted on the Prozorro system for the major renovation of the basement of a non-residential building to create a basic shelter at the following address: Mykolaiv, 7/6 Pavlo Skoropadskyi Street.

The Department of Housing and Public Utilities of the Mykolaiv City Council is located at this very address.

The estimated cost of the work is 16,592,703 hryvnias. Proposals from potential contractors will be accepted until July 15.

According to the publication “MykVisti,” the need to equip a shelter at the department was explained by the fact that the building currently lacks a fully functional protective facility.

During air raid alerts, department employees and visitors are forced to use an unequipped basement. After the major renovation, the facility is expected to meet the requirements for civil defense shelters.

The shelter is planned to accommodate 500 people. The Housing and Utilities Department itself has a staff of 76 employees.

An additional 424 spaces, as explained by the department, are intended for residents of nearby buildings, employees of neighboring institutions, and passersby who happen to be in the vicinity when an air raid alert is sounded.

The total area of the basement to be renovated is 743.6 square meters. Of this, more than 431 square meters will be allocated to the shelter’s main rooms.

The work involves a virtually complete renovation of the basement. The contractor must waterproof the space and protect it from groundwater, complete interior finishing work, erect partitions, and create accessible conditions for people with limited mobility. In particular, the plan is to install an electric lift in the building.

Separately, the project calls for the installation of water supply, sewer, heating, and ventilation systems. The shelter will also be equipped with a fire alarm system, as well as communication and public address systems. In the event of power outages, a diesel generator will provide backup power.

In addition, the shelter is planned to be equipped with furniture and equipment necessary for people’s long-term stay.

The Department of Housing and Communal Services explained that the project’s significant cost is due to the size of the basement area, the scale of the construction work, and the need to install a full range of engineering systems in accordance with the requirements for protective structures.

The major renovation is planned to be funded from the local budget as part of a program for implementing public investment projects. The total funding under the relevant budget program amounts to 19.9 million hryvnias.
