Almost all procurements in the Mykolaiv region proved to be problematic: violations were found in 92% of tenders.
This was reported by Mykolaivski Novyny, citing data from the Southern Office of the State Audit Service in Mykolaiv Oblast.
A large-scale audit of public procurement in the Mykolaiv region, conducted in early 2026, revealed a systemic crisis of legality in the region. The analysis of contracts worth UAH 185 million showed that more than 90% of budget funds were distributed with gross violations - deficiencies were found in lots worth UAH 170 million.
Within a month and a half, the experts completed 25 monitoring procedures, the results of which indicate that ignoring legal norms has become a widespread phenomenon. Among the main abuses, the auditors identified manipulations in the selection of winners and unlawful decisions on tender proposals.
In particular, in 14 cases, procedural failures were recorded, and in 6 procurements, contracting authorities openly disregarded the requirements of the law by accepting documents that should have been rejected. Some violations concerned non-transparent publication of data and errors in the final agreements.
As a result of the audits, 5 officials have already been brought to justice and fined a total of UAH 88 thousand. At the same time, the auditors ' work prevented unlawful expenditures of more than UAH 1.67 million, which were saved in the budget due to timely adjustments to contracts before payment.
Earlier, in Mykolaiv, law enforcement officers served a notice of suspicion of misappropriation of budget funds to the head of a city utility company. He currently faces up to 12 years in prison.
The man in question is Hryhoriy Patoka, the head of Mykolaiv's specialized installation and maintenance enterprise (KSMEP). The company is engaged in organizing road safety in the city. According to the investigation, the official, abusing his official position, was aware of the failure to deliver traffic lights under the contract, but agreed and made full payment for them.
