Mykolaiv Port Authority to buy a boat for 134 million in second attempt

Delta-Lotsman, a branch of the state-owned Ukrainian Sea Ports Authority located in Mykolaiv, plans to purchase a pilot boat at a second attempt and at a reduced price.

This was reported by the Center for Public Investigations.

Participants have until January 25 to submit their proposals, and on August 27, the winner will be selected in an open bidding format with special features. Almost 134 million hryvnias are planned for the purchase of the boat, which is 23 million less than before.

The vessel is to be delivered by the end of December 2026.

At the end of September last year, Delta-Lotsman had already announced a tender for the purchase of a boat. Almost UAH 158 million was planned for its purchase.

Two bidders agreed to participate in the tender, which took place on October 2. Baltic Workboats AS agreed to supply the boat for 134 million hryvnias, while Black Sea Yachts Shipyard LLC offered 133 million hryvnias, and it won the tender. However, the auction was canceled for several reasons. Black Sea Yachts Shipyard LLC did not provide documents confirming the fulfillment of similar contracts, as required by the tender documents. The proposal also did not contain drawings and specifications of the vessel approved by the classification society, which were necessary to confirm compliance with the technical requirements. The customer mistakenly assessed the deficiencies in the drawings as insignificant, although they changed the technical characteristics of the boat, which in fact constituted a change in the subject matter of the offer. These deficiencies became the basis for the rejection.

Intent has already written that Delta-Lotsman, a state-owned enterprise of the Ukrainian Sea Ports Authority, will repair the pilot boat Lotsman Yemelianov. It will cost about four million hryvnias.

The port of Odesa is also going to repair the vessel. Thus, the USPA is looking for a contractor to repair the MNMS-51. They are ready to spend almost UAH 7 million on the work. The customer is the Odesa branch of the State Enterprise "Ukrainian Sea Ports Authority".

The Mykolaiv Seaport Authority also announced a tender for the reconstruction of furnace, boiler and pumping station equipment. The company plans to spend more than eight and a half million hryvnias from its budget. In addition, the port plans to repair railroad tracks and switches. The expected cost is over UAH 17 million.
