Mykolaiv OVA to spend more than 4 million on fortifications protection

The Department of Urban Planning, Architecture, Capital Construction and Development Project Support of Mykolaiv Regional State Administration has announced a tender for the protection of fortifications.

This was reported by the Center for Public Investigations with reference to Prozorro.

Participants can submit their proposals until January 30, and the next day the winner will be selected in an open bidding format with features that provide for reduced deadlines for submitting applications and appeals.

The expected value of the procurement is UAH 4.4 million, and the term of service provision is until March 31, 2025, or until the facilities are transferred to the balance sheet of the Ministry of Defense of Ukraine.

Bidders expressed doubts about the feasibility of engaging private security companies to perform this task, as such facilities are often located in the combat zone and require protection exclusively by state law enforcement agencies or military units. The question caused a stir, as the involvement of private security companies in the conflict zone calls into question the effectiveness and safety of such tasks.

In response, the customer noted that the tender was being held in accordance with the current legislation. The department explained that they currently do not have the resources to protect the facilities on their own, so it was decided to engage private entities until the fortifications are transferred to the Ministry of Defense.

Earlier, in Mykolaiv, the tender for the protection of fortifications was awarded to the regional guard without a competitive procedure. More than two million hryvnias were allocated from the city budget.

Meanwhile, the Center for Public Investigations analyzed the progress of recovery in Odesa and Mykolaiv regions after the large-scale destruction caused by the war. After the start of Russia's full-scale invasion, Ukraine launched an infrastructure restoration project. The Road Services were renamed the Infrastructure Restoration and Development Services, which have made dozens of procurements to rebuild roads, bridges, and other facilities over the nearly three years of war.

Funding for reconstruction comes from both Ukrainian budgets and international partners. For example, the Kingdom of Denmark is supporting projects in Mykolaiv, UNICEF has funded the reconstruction of a boiler house in Odesa, and Italy is also ready to help.
