Mykolaiv Regional Guard receives contract for protection of fortifications without competition

In Mykolaiv, a tender for the protection of fortifications was awarded to the regional guard without a competitive procedure. More than two million hryvnias were allocated from the city budget for this purpose.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In November, the Department of Urban Planning, Architecture, Capital Construction and Development Project Support announced a tender for services for the protection of fortifications.

The expected cost of the procurement was UAH 2 million 200 thousand.

Only one bidder came to the auction and was awarded the contract. This is the Mykolaiv Regional Guard utility company. The bid amounted to UAH 2 million 100 thousand, and the decision on the intention to conclude the contract has now been made public.

The term of service provision is until December 31, 2024. This means that Mykolaiv Regional Guard receives two million from the city budget per month. Payment is to be made after the work is completed.

According to the YouControl online analytical system, the Mykolaiv Regional Guard was registered in 2000. The authorized person is Mykola Kukuruza. The founder of the enterprise is Mykolaiv Regional Council. The authorized capital is UAH 23 million 252 thousand.

Since 2011, the company has earned UAH 24 million 214 thousand 273 thousand in public tenders.

"Mykolaiv Regional Guard was featured in two journalistic investigations. The first concerned Valentyn Haidarzha, one of Vitaliy Kim 's deputy chiefs of Mykolaiv Regional Guard, whose son worked at the company, and the second concerned the purchase of a premium Volkswagen Caravelle minivan for UAH 2.1 million.

While in 2015 the company's total revenue was only 900 thousand, in 2022 it was more than 20 million, and in 2023 it was already 69 million 624 thousand hryvnias.

Most often, the company's customers were the Mykolaiv Regional Council, Mykolaiv Regional Military Administration, other city utilities, district administrations, departments and offices.

In terms of transactions, the company received the most public funds in 2024 from the Mykolaiv Regional Council, the administration of the Central District, and the Berezansky Department of the State Executive Service of the Southern Interregional Department of the Ministry of Justice (Odesa).

And it was decided to spend 5 million on the protection of prosecutor's offices in Odesa region. Security guards are being sought for ten buildings in the region. Each building will have two guards who will be on duty day and night.

An additional 13 million will be spent to repair the police station in Izmail. The Main Directorate of the National Police in Odesa Oblast has launched a search for a contractor to overhaul the roof, water supply and sewage networks of the administrative building of the Izmail District Police Department.
