Mykolaiv lyceum shelter repairs for 35 million awarded to permanent contractor

In Mykolaiv, the reconstruction of a basement to shelter a lyceum was awarded to a company that regularly receives contracts from city council offices and departments. Only one participant was present at the auction, and the contract was signed with him.

This was reported by the Center for Public Investigations with reference to the Dream ecosystem.

The plan is to reconstruct part of the basement of Mykolaiv Lyceum No. 3 of the Mykolaiv City Council to accommodate a civil defense facility.

According to the project description, this reconstruction will be an important step in ensuring the safety and sustainability of the educational institution, as well as improve the overall civil protection system at the local level.

The project was initiated by the Education Department of Mykolaiv City Council. Technical supervision is provided by the municipal enterprise "Capital Construction of Mykolaiv".

The total budget for the reconstruction of the shelter is UAH 41 million 749 thousand 462.

The local budget financed 25.15% of the total cost, that is, UAH 10 million 500 thousand.

It is noted that the project has been implemented since October 2024.

The tender for the repair of the shelter was held in September 2024. UAH 35 million 887 thousand 628 was allocated from the budget. Only one participant, ITC Mykolaivbud LLC, was present at the auction and was awarded the contract. The agreement with the company was signed on October 15 in the amount of UAH 35 million 881 thousand 200, which is UAH 6 thousand 428 less than the expected cost.

According to the YouControl online analytical system, ITC Mykolaivbud LLC was registered in 2017 with a registered capital of UAH 18 thousand.

Since its inception, the company has earned UAH 111 million 31 thousand 74 from public tenders. The company's regular customers include the Department of Education, the Department of Housing and Communal Services, and the Capital Construction Department of Mykolaiv City Council.

In 2023, the Mykolaiv City Council filed a lawsuit against the Capital Construction Department and ITC Mykolaivbud LLC to invalidate the results of the procurement procedure for the reconstruction of Naberezhna Street from Moskovska Street to the pontoon pedestrian bridge in Mykolaiv, according to a ruling of the Commercial Court. The claim is motivated by the fact that the disputed procurement and the budgetary obligations taken on its basis were made by the Office in excess of budgetary allocations.

According to the tender documentation, the reconstruction of a part of the basement to shelter the lyceum should be completed by January 31, 2025.

Also in Mykolaiv, a tender for the repair of cages for stray animals was awarded without a competitive procedure and to a company whose services were often used by the customer. The auction was held on November 22, but it was attended by only one participant, Platinum Engineering LLC, which was awarded the contract with a bid that was almost 74 thousand less than the expected cost.

In addition, in Mykolaiv region, repeated bidding was announced for the construction of a shelter for the Oleksandrivka Lyceum. The previous agreement was terminated due to project adjustments. The total construction cost is UAH 51.3 million. The company that received the contract in 2023 is First Ukrainian Construction LLC, which is not only a newcomer to the market but, according to a journalistic investigation, included prices significantly higher than the average in the region last year.
