Mykolaiv firms fined for collusion in city council tender

In Mykolaiv, two companies deliberately colluded during a tender for the purchase of equipment to influence the results of the tender and benefit.

This was reported by the press service of the Antimonopoly Committee of Ukraine.

The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine established a conspiracy between IP Solution LLC and Conus-Video LLC during participation in an open tender for the purchase of equipment in 2021, organized by the executive committee of the Mykolaiv City Council.

During the case, the antitrust authorities recorded several facts indicating coordinated behavior of both companies at the stage of preparation and conduct of the tender.

On November 14, 2025, the administrative board of the AMCU's Southern MTV recognized the actions of IP Solution LLC and Conus-Video LLC as a violation of the Law of Ukraine "On Protection of Economic Competition" in the form of anticompetitive concerted actions that distorted the bidding results and fined them a total of UAH 272 thousand.

According to the Law of Ukraine On Public Procurement, a participant may be excluded from participation in a procurement if it has been held liable for anticompetitive concerted actions that affected the results of tenders within the last three years.

Earlier, the Antimonopoly Committee fined two construction companies for collusion during tenders in Mykolaiv region. Now they face suspension from participation in public procurement for up to three years. The conspiracy was discovered between Hospodar-2 LLC and VBK Alpha LLC during tenders in 2023-2024. The investigation began in December 2024 after suspicious schemes were detected in tenders held by the Syniukhino-Brid village council and the Mykolaiv Housing and Maintenance Department.

Both companies were fined UAH 272 thousand for the violation. Gospodar-2 LLC and VBK Alpha LLC were officially found guilty of illegal concerted actions, and the results of the bidding in which they participated were recognized as distorted due to collusion.
