In Mykolaiv, an agreement was signed to adjust project documentation for half a million without an auction. The contract was signed with a company that was previously involved in a criminal case of misappropriation of budget funds.
This was reported by the Center for Public Investigations with reference to the Prozorro public procurement system.
The Mykolaiv Infrastructure Restoration and Development Service conducted a procurement to adjust the project documentation for road repairs.
It is planned to overhaul the public road of national importance H-14 Oleksandrivka - Kropyvnytskyi - Mykolaiv. UAH 498 thousand 587 was allocated from the budget for the adjustment of project documentation.

The Infrastructure Restoration and Development Service signed the contract with the company on November 20, and the contract should be completed on December 20, 2024. The contractor selected without an auction and without changing the purchase price is Viacon Ukraine, a limited liability company registered in Kyiv in 2026.
According to the YouControl online analytical system, Viacon Ukraine LLC has been involved in journalistic and criminal investigations.

Since 2009, the company has earned UAH 213 million 938 thousand 164 in public tenders. The company's services are often used by the Infrastructure Restoration and Development Service in various regions of Ukraine. While the company had general revenues until 2024, this year the income was only from procurement and amounted to UAH 83 million 988 thousand 527.
In 2020 and earlier, the company was involved in a criminal case on embezzlement of budget funds in Zakarpattia region. The company was awarded a nearly million-dollar contract for procurement advisory services and development of tender documentation. At the same time, the Road Service in Zakarpattia region had a tender committee for competitive bidding.
Another company that was caught overcharging may be awarded a contract to modernize the canteen of a lyceum in Mykolaiv region. Only one company, Master Bud-Montazh LLC, took part in the tender. They offered to overhaul and modernize the canteen and catering department of the Koblivskyi lyceum for more than nine million hryvnias.
In addition, Mykolaiv has selected a contractor to rebuild the building of the yacht club that was damaged by Russian aggression. It is planned to spend more than almost three million from the city budget. Only one participant submitted documents for the tender - LLC "Organization of Landscape Design and Interior". So the sports school signed a contract with this company for UAH 2.6 million.
