A company caught for overcharging may be awarded a contract to modernize the canteen of a lyceum in Mykolaiv region

On November 22, the Department of Education, Youth and Sports of the Koblivka Village Council announced a UAH 9.9 million tender for the repair of the dining room at the local lyceum.

This was reported by the Center for Public Investigations.

As it became known from the announcement published in the Prozorro public procurement system, only one company, Master Bud-Montazh LLC, took part in the competition. They offered to overhaul and modernize the canteen and catering department of the Koblivka Lyceum of the Koblivka Village Council for UAH 9.6 million. The contractor has until December 31, 2024 to complete these works.

Since the tender was held in the format of open bidding with special conditions, the Education Department signed an agreement with Master Bud-Montazh.

Open bidding with special conditions means that almost all auction terms are shorter than in open bidding. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no competition during such tenders, so the bidder has no competitors.

Master Bud-Montazh LLC was registered in Mykolaiv in 2020. The founder of the company is a local resident , Dmytro Chepak. The company regularly concludes contracts in Mykolaiv region for budget funds. Since its inception, the company has participated in public procurement 79 times and signed 60 contracts totaling UAH 156.2 million.

According to media reports, the company was caught overcharging for the supply of OSB boards. For example, in 2023, the Department of Urban Development, Architecture and Capital Construction of Mykolaiv Regional State Administration purchased what was not the most expensive OSB boards in Ukraine for windows broken after shelling. The supplier was Master Bud-Montazh.

Earlier, Mykolaiv planned to modernize its transportation infrastructure. The purchase of K-1T104 trams will increase the mobility of the population, reduce traffic congestion and environmental pollution. This will be the first step towards the development of an environmentally friendly, efficient and sustainable public transport system in Mykolaiv. UAH 1 billion 560 million is planned to be allocated for the purchase of 31 tramcars.
