Mykolaiv did not support a draft decision that would have allowed utilities to participate in tenders. This issue is planned to be considered at the next session of the city council.
The relevant decision was made at a session of the Mykolaiv City Council.
At the meeting, the deputies did not approve a draft decision that would allow the city's utilities to participate in public procurement without legal barriers. According to the draft decision, the document was developed to ensure the efficiency, effectiveness, and transparency of procurement procedures.
Ihor Nabatov, First Deputy Director of the Department of Housing and Communal Services, emphasized that this project is necessary to ensure that utilities can participate in tenders without hindrance. Mayor Oleksandr Sienkevych gave an example that in this way a utility company could participate in a tender for the repair of an education department or other municipal institution.
However, the city council session did not adopt a resolution that would regulate the participation of city council-controlled institutions and enterprises in public procurement. This issue is expected to be considered at the next session of the council.
Mykolaiv also approved a project for the construction of wastewater treatment facilities for the Mykolaivvodokanal utility company under the European Investment Bank program. The city authorities plan to apply to the Government of Ukraine for a subvention, as the city is unable to take out a loan to finance this large-scale project on its own.
Earlier, the city also decided to create a municipal yacht club, which should become an object for the development of tourism and recreation on the coast. To this end, the charter of the new municipal enterprise has already been approved, and an inventory of the property belonging to the yacht club is planned.
