Mykolaiv Announces ₴34.4M Tender for Heating Main Modernization

Mykolaiv continues to modernize its heating mains. Bidding for repair services has been announced, with a budget of over UAH 34 million.

This is evidenced by data from the Prozorro public procurement system.

Mykolaiv is planning to overhaul the heating main on the section from TK-213 to TK-215 on Pogranichna Street. Private Joint Stock Company Mykolaivska CHP announced an open tender, with the expected cost of the project at UAH 34.4 million.

The minimum price reduction step is UAH 172 thousand 148.

The open bidding format with its peculiarities provides for a shortened procedure: the submission of proposals lasts seven days, and the period for appealing qualifications is five days. This may lead to the auction being canceled due to the lack of competitors.

In 2022, under martial law, the Cabinet of Ministers temporarily changed the procurement rules, allowing tenders to be held without electronic auctions, which in Prozorro creates the possibility of concluding deals without competition.

According to the tender documentation, the deadline for submitting proposals is March 20, 2025, and the work is expected to be completed by the end of the year.

The winner will receive an advance payment of 30% of the total amount, and the rest will be paid after the work is completed. Potential contractors can submit their bids and seek clarification on the tender terms and conditions until March 17.

Mykolaivska CHP also announced tenders for the reconstruction of a heating main in two streets. The plans include repairing the heating network on 3 Slobidska Street and renovating a section on 6 Slobidska Street. The total cost of the two projects exceeds UAH 70 million.

Mykolaiv region is implementing large-scale infrastructure projects to restore water supply and strengthen defense capabilities. At the same time, many contracts were distributed without open tenders, and among the contractors are companies that have previously been involved in cases of embezzlement of budget funds.

Also, the director of a private company and a technical supervision engineer are suspected of embezzling almost UAH 39.5 million of budget funds during the construction of a pontoon bridge. According to the investigation, the company's director signed a contract for the construction of a bridge across the Southern Bug, but did not perform the work. At the same time, he provided the customer with forged documents on the performance of work, which the technical supervision engineer, knowing that they were fictitious, certified with his signature.
