The seized land in Odesa's Fontan neighborhood was put up for auction at half the price

In Odesa, a plot of land that had been seized for the construction and maintenance of a residential complex near the 8th Station of Velykyi Fontan has been put up for sale again. The price has been reduced by nearly half.

Information about the auction appeared on the Prozorro.Sales platform.

The property in question is located at 12-B Novoberehova Street in Odesa.

The auction is scheduled for September 22, with a starting price of 7.16 million hryvnias.

The plot had been put up for sale before, although this time the auction was officially designated as the first. Back then, the starting price was 14.54 million hryvnias, but no buyers were found.

In 2018, the executive committee of the Odesa City Council entered into an agreement with the private company “TAU” regarding the company’s participation in the development of Odesa’s engineering, transportation, and social infrastructure.

The agreement involved the construction of a residential complex with commercial spaces, underground parking, and diesel and transformer substations at this very address.

Several liens have been placed on the land. It is particularly noteworthy that, in the lot’s listing, one of the court-imposed liens is marked as one that cannot be removed by the buyer after the sale. Therefore, a potential buyer must separately determine the legal status of this encumbrance.

According to the YouControl service, the private enterprise “TAU” is owned by Dmytro Dimarskyi, who also owns the collective enterprise “Budova.”

Dimarsky is suspected of participating in a criminal organization that operated in Odesa from 2016 to 2019 and caused the city losses of approximately 558 million hryvnias. 

On October 18, 2021, the court set Dimarsky’s bail at 59.5 million hryvnias, although prosecutors from the Specialized Anti-Corruption Prosecutor’s Office (SAPO) had demanded that he remain in custody or be granted alternative bail in the amount of 237 million.

Dimarsky is also suspected of bribing Odesa Regional Prosecutor Oleg Zhuchenko with a 153-square-meter apartment located at 16 Leontovych Street. In return, the prosecutor allegedly signed a contract with the developer for a smaller property for the prosecutor’s office than had been planned.
