Multi-million dollar tender for reconstruction of children's hospital in Kherson canceled

Kherson recently announced a tender for the reconstruction of the regional children's hospital worth UAH 108.4 million, but a few days later this purchase was canceled.

As Intent wrote, the hospital was supposed to undergo a large-scale reconstruction: it was planned to renovate the reception area of the main building and the diagnostic unit to equip a modern emergency department with a CT scanner. The expected cost of the works was UAH 108.4 million, and they were to be completed by the end of 2026.

However, according to the Prozorro public procurement system, the tender was canceled. The reason was the inability to eliminate violations of public procurement legislation: the procurement plan and the tender announcement did not state that the project was being implemented under the EU's Ukraine Facility initiative, nor did it specify additional requirements under the relevant framework agreement.

Since it was technically impossible to correct these flaws in the system, the contracting authority, Kherson Children's Regional Clinical Hospital, decided to cancel the open bidding procedure on May 23. After that, the appeal period began - the time during which bidders can file a complaint against the cancellation. It will last until June 3, 2025 inclusive. After this period expires, the decision to cancel the procedure will become final if there are no complaints. However, it is possible that a new tender for the reconstruction of the hospital will be announced later after the documentation is corrected.

The Kherson Children's Regional Clinical Hospital, which has been taking care of children's health for more than 60 years, is also planning to build an underground hospital.
