MP's firm selected as winner of tender in Bilyayivka without auction

The Department of Urban Development, Land Management and Communal Property of the Bilyayivka City Council in Odesa Oblast has conducted a procurement to select a contractor to be paid for the overhaul of internal power grids with the installation of a solar power plant at the Bilyayivka Sewage Pumping Station.

This was reported by the Center for Public Investigations, citing the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with the sole bidder being LC Energy Group Limited Liability Company. The company expects to pay UAH 6.7 million, and the work should be completed by May 15, 2026, if the agreement is concluded.

According to the YouControl service, LLC "LC Energy Group" was registered in 2023 and the beneficial owners are Andriy Lavrinov, Mykyta Lavrinov and Dmytro Kreminsky. Andrii Lavrinov is a current deputy of the Teplodar City Council.

According to the Clarity Project platform, Dmytro Kreminskyi is a private entrepreneur and in 2019 received contracts for maintenance and repair of power grids from officials in Odesa region. Dmytro Kreminskyi also managed LLC "LC Energolux", which has now been re-registered to a citizen of Tajikistan registered in the temporarily occupied Donetsk region. Earlier, Intent reported that in 2017-2018, this company received UAH 1.48 million for the illumination of the so-called "Fairy Tale Town" on Dumska Square. The company was also involved in tax evasion proceedings.

Earlier, the Infrastructure Restoration and Development Service in Odesa Oblast rejected the candidacy of Avtomagistral-Pivden LLC in tenders for the construction of Suvorov and Bolhrad group water supply pipelines for agricultural water supply.
