"Avtomagistral-Pivden lost two tenders for 4 billion in Odesa region

The Service for Infrastructure Restoration and Development in Odesa Oblast has rejected the candidacy of Avtomagistral-Pivden LLC in tenders for the construction of Suvorov and Bolhrad group water supply pipelines for agricultural water supply.

The relevant data was published in the Prozorro e-procurement system.

In both tenders, the company submitted cheaper bids than its competitor, Avtostrada Group of Companies Limited Liability Company. In the case of the construction of the Suvorov water pipeline, Avtomagistral-Pivden was ready to work for UAH 2 billion 510.3 million, while Avtostrada was ready to work for UAH 2 billion 620.2 million, and the Suvorov water pipeline was ready to work for UAH 1 billion 475.8 million, while Avtostrada was ready to work for UAH 1 billion 543.8 million.

"Avtomagistral-Pivden was supposed to eliminate the deficiencies in the tender documentation, but did not. At the end of October 2025, the Infrastructure Restoration and Development Service in Odesa Oblast announced two tenders for the construction of group water pipelines for agricultural water supply in the region. The first one concerned the construction of the Suvorov group water pipeline, which was estimated at UAH 2.679 billion. The second was for the construction of the Bolhrad water supply system, valued at UAH 1.578 billion . Work on both projects was to be completed by September 2, 2027.

According to YouControl, until September 2022, the owners of Avtomagistral-Pivden LLC were Valerii Korotkov and Oleh Nalyvanyi from Odesa. Currently, the ultimate beneficiary is Oleksandr Boyko, a resident of Odesa region.

Avtostrada Group of Companies LLC was registered in Vinnytsia in 2015 and is owned by Maksym Shkil.

Also, as part of the modernization of the city's drainage system and protection of the territories from flooding during heavy rains, the capital construction department of Odesa City Council is in the process of overhauling the main Novoarkadiyskyi collector. The estimated cost of the work exceeds UAH 222 million.
