Lutsk company wins road contract in Mykolaiv region with a reduction of 23 million

A multimillion-dollar contract for road marking in Mykolaiv region was awarded to a company from Lutsk that had never worked in the region before. Its offer was 23 million cheaper than the expected cost. The company started winning tenders only last year, and its contractors include dozens of related companies.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In early May, the Mykolaiv Oblast Infrastructure Restoration and Development Service announced a tender for more than UAH 70 million.

The auction took place on May 14, and three bidders came to the auction - Ukrkvarts LLC, the municipal enterprise Road Maintenance Department for the Repair and Maintenance of Roads and Facilities in Obolon District of Kyiv, and Rostdorstroy LLC. Kyiv and Rostdorstroy LLC.

The winner of the tender was Ukrkvarts, which submitted the lowest bid of UAH 46.9 million, which is UAH 23.4 million less than the expected purchase price.

These funds will be used to apply new road markings on national roads - a total of more than 2.6 million linear meters of lines and almost 13 thousand square meters of surfaces. The contractor must also remove the old markings and complete all work by November 20, 2026.

The CPR decided to find out whether there were any so-called "red flags" in the activities of the winning company. Thus, according to the YouControl online service, Ukrkvarts LLC was registered in 2007 in Lutsk with an authorized capital of UAH 122 thousand. The main KVED is the construction of roads and highways.

The company has no negative references in the media, and its court cases include only administrative cases where the company is a plaintiff against the State Tax Service of Ukraine.

The company started participating in public tenders in 2023. The customers were mostly utility companies in the Kyiv region. The company earned more than UAH 12 million from procurement.

According to the system, this is the first time the company has entered the Mykolaiv service market. At the same time, the contractor has a lot of connections with other companies. Among them are Kyiv Legal Consultation Law Firm, Ukrnedra LLC, Environmental Investment Fund LLC, and others.

The contract for the repair of the Pivdenobuzkyi Bridge in Mykolaiv may also go to a company that has repeatedly been in the spotlight of journalists. It has been linked to numerous government contracts worth hundreds of millions of hryvnias, which it received without competition. We are talking about the operational maintenance of the Pivdenobugskyi Bridge.
