The Usativ village council awarded a nearly $15 million contract for the new construction of a storage facility for a kindergarten to a private company from Odesa without a tender or auction.
The Center for Public Investigations learned about this on the Prozorro e-procurement website.
On December 30, the contract was signed with the Odesa-based construction company Grado-Stroy.
Representatives of the Usativ village council decided not to hold a tender, concluding an agreement worth UAH 14 million 527 thousand without using the electronic system.
These funds will be used to build a civil defense shelter that can accommodate up to 50 people. The facility will be built in the village of Nova Emetivka, Odesa district, at 6 Khlibodarska Street, and will be designed to ensure the safety of children and kindergarten staff.
According to YouControl's analytical system, Grado-Stroy was founded in 2008, has a registered capital of UAH 81,500, and is engaged in engineering, geology, geodesy, and technical consulting. Other activities include the construction of roads, residential and non-residential buildings, electrical work, flooring, plastering and other construction and installation services.
The company is managed by Serhiy Mishakin, and the ultimate beneficiary is Yuriy Samoilenko. The head office is located on Gagarin Avenue in Odesa.
"Grado-Stroy actively participates in tenders, fulfilling orders for the Capital Construction Department of the Odesa City Council, educational institutions and other customers. The company's total sales in 2024 amounted to almost UAH 70 million.
According to Opendatabot, despite its active operations, the company's financial statements show instability. In 2023, the company suffered a loss of UAH 278,100. However, in previous years, the figures were much higher.
Meanwhile, the Fontanska community of Odesa district planned to reconstruct shelters in a lyceum and a kindergarten worth more than UAH 120 million.
Also in Odesa region, the construction of a new anti-radiation shelter is planned for a school that was seriously damaged by the occupiers' missile attacks. The budget for the work has been set at over UAH 117 million.
