Kherson Municipal Guard Acquires 12 Pickup Trucks for ₴16.8M Without Tender

Municipal Guard, a municipal enterprise of the Kherson City Council, purchased 12 MG T60 pickup trucks for UAH 16.8 million without a tender.

According to the Center for Public Investigations, the company needs the pickups for patrolling.

"The purpose of the Municipal Guard is to protect property, ensure the rights and legitimate interests of business entities and individuals, state authorities, local governments, institutions and establishments; implement the activities of the City Council's programs in the field of ensuring effective control over the order of the city's territory and public order; conduct patrols on the streets of the city to detect violations of the rules of order and public order," the CPI quotes the municipal guard 's explanation.

At the same time, in 2023, the company already purchased 15 DONG FENG RICH 6 pickups to perform these tasks. However, last year in December, the Munvarta handed them over to the Armed Forces of Ukraine. Therefore, they are purchasing the vehicles again, which will be used to patrol around the clock in two shifts in:

• Bohdanivka village;
• Zelenivka village and the village of Textile;
• Sadovo village;
• Stepanivka village;
• Central and Dniprovsky districts of Kherson;
• Korabelny district of Kherson.

The municipal guard purchased the pickup trucks from Motor Development Group LLC without a tender due to the war and changes in legislation. The supplier has to deliver the vehicles by December 31, 2025.

According to the Youcontrol analytical system, Kyiv-based Motor Development Group has been on the market for more than six years. It is engaged in the sale of cars in general. During this time, the company has concluded 12 deals worth UAH 34.8 million. The company is owned by Kharkiv resident Gennadiy Piontkovsky.

Earlier, the Kherson City Military allocated more than UAH 10 million toMunicipal Guard for salaries and taxes. The CPR also wrote that the head of the municipal guard, Serhiy Andreev, has neither his own nor rented housing, but indicated a salary of UAH 34 million that he earned last year.
