Kyiv, Europe, and 30 days abroad: what was behind the Kherson region's head's business trips?

When searching for Oleksandr Prokudin 's travel orders on the official website of the regional executive office, the CPR specialists encountered a problem: these documents were not available there. However, they managed to get them through an information request, which made it possible to find out the reasons and circumstances of the head of the region's trips abroad.

The Center for Public Investigations will investigate what exactly prompted the head of the region to leave the Kherson region.

52 days out of the region

In 2025 , Prokudin issued 19 orders for his own business trips: four of them were abroad, the rest were within Ukraine. In total, he spent 52 days on business trips, 30 of which were outside the country.

On average, he had one to two business trips per month. The exception was July with three trips, while in August there were no trips at all. The highest number of days spent on business trips was in February - ten.

Kyiv is the main destination

The most frequent trips were to the capital: 11 times - exclusively to Kyiv. Two more trips covered Kyiv together with Bila Tserkva and Ivano-Frankivsk. There were separate business trips to Vinnytsia and Khmelnytskyi, as well as to Zakarpattia.

The trips abroad had two formats: short five-day visits (in particular to Verona and Rome to participate in international events) and longer ten-day tours of several countries.

Short visits and international tours

One such tour lasted from February 20 to March 1 and covered Lithuania, Italy, and the United Kingdom. Its goal was to expand international cooperation, attract resources, support the region's recovery, and build partnerships.

The other, from October 27 to November 5, included France, Estonia, and Latvia. During this trip, Prokudin participated in Council of Europe events, thematic seminars and intergovernmental meetings.

Main reasons for the trips

Most often, the documents stated that the purpose was to address issues of socio-economic development and defense of the region. This is the reason for most of the trips to Kyiv.

In addition, participation in diplomatic events (six cases), state events (seven cases in different cities), and one business event - an agricultural conference in the capital - were recorded.

Financing of business trips

The head of the Kherson Regional State Administration paid for his trips within Ukraine at his own expense, which is explicitly stated in the relevant orders. Instead, foreign business trips were financed in accordance with the law, and sometimes expenses, including accommodation, were covered by the host party.

Also, in 2025, Vitalii Kim, the head of Mykolaiv regional election commission, spent 49 days outside the region on business trips.
